Deep cuts to public health budgets and the ubiquity of unhealthy lifestyles in Britain has created a “ticking time bomb” for the NHS, the British Medical Association (BMA) have warned. Commenting on the report, Liberal Democrat Shadow Health Secretary Norman Lamb said: “This Conservative government's approach to public health has been nothing short of disastrous. "They have slashed councils' public health budgets and published a paltry childhood obesity strategy which lacked any concrete measures to tackle advertising of junk food to children. "The government is inexcusably letting down our young people, harming their well-being and life chances. The Liberal Democrats have today announced that £1 billion of the party's additional health funding would be spent tackling the "historic injustice" faced by people with mental ill health.  Last weekend, Liberal Democrat Leader Tim Farron and Shadow Health Secretary Norman Lamb unveiled a Five Point NHS and Care Recovery Plan to increase funding for health and social care services, including a penny on income tax to provide a £6 billion funding boost. Today the Liberal Democrats announced that £1 billion of this extra money would be ring-fenced as dedicated funding for mental health services. The Liberal Democrats will set out a ‘five-point recovery plan’ for NHS and social care services in their manifesto.   The key element of this is a one percent rise on income tax, raising around £6bn per year, which will be ringfenced to be spent on the NHS, care services and public health.   In the longer term, we will introduce a dedicated Health and Care Tax, which will bring spending on both services into a collective budget and set out transparently, on people’s payslips, what we spend on their services.   The manifesto will also call for a statutory independent budget monitoring agency for health and care.
